PASADENA - Rather than adjust to the extreme effects of climate change, many insurance companies are simply not insuring properties in low-lying coastal zones due to the threat of flooding and are canceling policies of homeowners living near hillsides that may catch fire, said insurance and government experts Friday.

California Insurance Commissioner Dave Jones, speaking at a forum examining insurance and climate change at the Pasadena Central Library's Wright Auditorium, urged insurance companies not to cancel policies but instead to plan for the inevitable changes to the planet and increasing damage claims as a result of climate change.

"This is the biggest and most fundamental problem we face as a people," Jones told an audience of about 100 people. "And there is room for the insurance industry to take a leadership role as well."

Out of 184 survey responses from insurance companies sent to the commissioner's office, only 23 had a comprehensive climate change strategy. "That is way too low," he said.

At stake is how insurance companies respond to huge payouts from increasingly frequent and more extreme weather events such as hurricanes, floods, tornadoes and wildfires, Jones said.

For example, when climatologist models predict more frequent and intense wildfires in Southern California due to longer periods of drought, drier conditions and extended fire seasons, some insurance companies are "pulling back" because they can't manage the risk. "That is a real problem. If a homeowner cannot get insurance, that creates real problems and risks for them," Jones said.

Recent statistics illustrate the problem insurance companies face.

Since the mid-1970s, the average length of the fire season in California and the western United States has increased by 78 days, said panelist Fire Chief Ken Pimlott of the California Department of Forestry and Fire Protection. "Twelve of the 20 most damaging wildfires in California occurred in the last 10 years," he added.

Jones said the budget for CalFire increased from about $400 million a year when he was a state legislator to $1 billion a year today. So far this year, CalFire responded to more than 2,000 wildfires that burned 50,000 acres. Last year at this time, the number was 1,100 wildfires and less than half as much acreage.

Pimlott said there will never be enough engines and firefighters to put out all the wildfires in the state -- not now and not in the next few decades when global warming is expected to get much worse. "We have to learn to be resilient and live with fire," he said. He urged cooperation from cities and citizens to better prepare homes for eventual wildfires.

Also, cities must consider global warming in land use decisions, especially when weighing new developments in flood plains or near wildlands, he said. Insurance companies should help shape land-use decisions to reduce climate change's effects and reward owners of green buildings by offering them lowered premiums.

Fireman's Fund Insurance Co., a division of Allianz, a Munich-based conglomerate, does offer incentives to policy holders who practice conservation, but Jones said it is only one of a handful.

Steve Bushnell, senior director of Fireman's Fund, said planning for risk is much tougher when the climate varies from historical patterns. But that's no excuse for not planning for more extreme weather events and how to shape insurance policies.

"We are right in the cross-hairs of climate change," he said.

In 2011, worldwide losses from natural disasters reached a record high $400 billion, That spring, insurance companies in the U.S. experienced $21.3 billion in insurance losses, the fourth highest in U.S. history, after 9/11, Hurricane Katrina in 2005 and Hurricane Andrew in August 1992.

"Parts of the world, including parts of Florida, are becoming uninsurable," said Andrew Logan, director of oil and gas programs at Ceres, a "green" investment group that advocates for a sustainable economy. "If we don't get our act together fairly soon, the future will be worse and the damage from climate change will grow," he told the audience.

Besides insurance claims, climate change will hurt the broader economy. Logan said Hurricane Sandy along the New York and New Jersey coastline caused $60 billion in damage. "These physical impacts (from climate change) are a threat to large swaths of the economy," Logan said.

State Sen. Carol Liu, D-Pasadena, who organized the event, said it is part of her effort to begin a dialogue on climate change in her district and in the state.

"It is a conversation. It is an awareness," Liu said. "You can't stop it but we can do something."

Richie told the U.K. Mirror that in the 1990s, he was going through a divorce and fighting depression

"Then a friend said to me: ?Lionel, I have some inspirational tapes I want you to listen to,'" Richie recalled to the newspaper. "He handed me my own songs with certain ones underlined and I started listening to my lyrics ? this time from the point of view of someone who needed that message.

?I used to look out into the audience and wonder why that guy was crying to one of my songs and now I get it -? it just hits something in your core," Richie said.

The singer also admitted that he wasn't always there for daughter Nicole when she was growing up. ?When Nicole was young I was trying to become Lionel Richie," the singer said. "I wasn?t there as much as I should have been. ... These days we are incredibly close and I am a very proud grandfather. She?s a wonderful mother.?

Richie will start his first U.S. tour in a decade this fall. "I have never had a job in my life," he told the Mirror. "This is still my hobby and I want to use the gift for good."

Insight: Kuwaitis campaign privately to arm Syrian rebels

KUWAIT (Reuters) - At a traditional evening meeting known as a "diwaniya", Kuwaiti men drop banknotes into a box, opening a campaign to arm up to 12,000 anti-government fighters in Syria. A new Mercedes is parked outside to be auctioned off for cash.

They are Sunni Muslim and mainly Islamist like many Syrian rebels who have been trying for two years to overthrow President Bashar al-Assad, a member of the minority Alawite sect that is a branch of Shi'ite Islam.

Syria's war has widened a faultline in the Middle East, with Shi'ite Iran and Lebanese militia Hezbollah backing Assad and Sunni-ruled Gulf Arab nations supporting his opponents.

"The world has abandoned the Syrian people and the Syrian revolution so it is normal that people start to give money to people who are fighting," said Falah al-Sawagh, a former opposition member of Kuwait's parliament, surrounded by friends drinking sweet tea and eating cakes.

In just four hours the campaign collected 80,000 dinars ($282,500). The box moves to a new house each day for a week. Sawagh estimates this type of campaign in Kuwait, one of the world's richest countries per capita, raised several million dollars during the last Ramadan religious holiday.

Sunni-ruled Kuwait has denounced the Syrian army's actions and sent $300 million in humanitarian aid to help the millions displaced by the conflict in which more than 90,000 have died.

Unlike Saudi Arabia and Qatar, Kuwaiti government policy is against arming the rebels. But the U.S. ally allows more public debate than other Gulf states and has tolerated campaigns in private houses or on social media that are difficult to control.

Kuwaiti authorities are nevertheless worried that the fundraising for Syria could stir sectarian tensions - Kuwait has its own Shi'ite minority. The West is concerned that support will bolster al Qaeda militants among the rebels.

Some opposition Islamist politicians and Sunni clerics have openly campaigned to arm rebel fighters, using social media and posters with telephone hotlines in public places. Former MP Waleed al-Tabtabie, a conservative Salafi Islamist, posted pictures of himself on Twitter clad in combat gear in Syria.

"There is a great amount of sympathy on the part of the Kuwaiti people to provide any kind of assistance to the Syrian people whether inside or outside Syria," Foreign Minister Sheikh Sabah Khaled al-Sabah said when asked about the Reuters report.

Official Kuwaiti fundraising for humanitarian aid goes through United Nations channels, he said, at a news conference with U.S. Secretary of State John Kerry.

As for unofficial fundraising, he emphasized that any collection of funds requires a special permit to make sure the money "is going to the right side or to the right party."

Kuwait's minister for cabinet affairs, Sheikh Mohammad al-Mubarak al-Sabah, said what was happening in Syria was "heart-wrenching" and understood why Kuwaitis wanted to help.

"Human nature is such that you cannot control what people believe in and how they want to act," he said.

"What is happening in Syria just inflames the emotions on both sides. That's why we are trying to steer a middle ground."

SUITCASES OF CASH

Syria is blocked from international bank transfers from Kuwait because of sanctions, so former MP Sawagh visited the Syrian town of Aleppo last month with cash in his luggage for rebel fighters. He did not say how much he took.

"Our only rule is to collect money and to deliver this money to our brothers which are helping the Syrian people," said Sawagh, a member of a local group linked to the Muslim Brotherhood which is in power in Egypt and is influential in other Arab states.

Sawagh and others in his campaign also travel to Turkey and Jordan to hand over money to intermediaries.

"They have absolute freedom to spend this money. If they can recruit mujahideen for defending themselves and their sanctity with this money, then this is their choice," he said, referring to fighters who engage in jihad or holy war.

Washington is worried the money may help strengthen fighters with links to al Qaeda who are hostile not just to Assad but also to the United States and U.S.-allied Gulf ruling families.

It wants Western and Arab allies to direct all aid to Syrian rebels through the Western-backed Supreme Military Council.

A fiery speech by Kuwaiti Sunni Muslim cleric Shafi al-Ajami raised alarm earlier this month with a call for more arms.

"The mujahideen, we are arming them from here, and from the Arabian Peninsula, the Gulf states, Egypt, Jordan, Lebanon, Iraq and Turkey," he said.

The speech was laced with references to the sectarian nature of the conflict and unnerved authorities in Kuwait where Shi'ites make up an estimated 15 to 20 percent minority of the population. Parliament, the cabinet and the ruling emir issued strong rebukes.

"I do not hide from you feelings of anxiety about what emerged recently ... manifestations and practices that carry the abhorrent breath of sectarianism which should be denounced," Emir Sheikh Sabah al-Ahmed al-Sabah said on state television. Such acts could "lure the fire of fanaticism and extremism," he said.

JIHAD

Ajami spoke following a call by prominent cleric Sheikh Youssef al-Qaradawi, an Egyptian based in Qatar, for jihad in Syria after fighters from Hezbollah, the Lebanese Shi'ite militant group, intervened to help Assad's army.

The calls to holy war by several influential clerics in the region only encouraged more donations, Kuwaitis said.

"Women have also been donating their gold," said Bader al-Dahoum, a former Islamist opposition MP.

"After the fatwas (edicts), people are giving more."

The men at the diwaniya said one large Kuwaiti family planned to equip 28 mujahideen in Syria, estimating the cost at 700 dinars per fighter. Smaller families sponsor two or three, while a member of one of Kuwait's powerful merchant families donated 250,000 dinars.

Weapons supplied by Qatar and its allies include small arms such as AK-47 rifles, rocket propelled grenades, hand grenades and ammunition, according to a Qatari official. Qatar also provides instructions on battlefield techniques.

Campaigning for funds to arm the rebels makes certain politicians more popular in Kuwait, said Osama al-Munawer, a former opposition MP.

"I was a member of the National Assembly and people were blaming us - why don't you give them weapons?" he said.

"They said, food - they have it, but they need to defend themselves because the situation is very bad."

iOS 7 might be objectified and gamified, but it's also a challenge to every commodity hardware maker and web-based app platform. That, according to Allan Pike:

By hanging up their rich textures in favour of rich effects, Apple has gone well beyond a coat of paint. If people fall in love with this new, beautifully living aesthetic, there will be an argument for building native apps for years yet.

It's an interesting theory. Sort of like the Avengers. Not quite a threat, but a promise. Apple owns native software, and iOS 7 redefines the way native software can work and interact, quite possibly for the next few years. By moving the target that far out, and in a way that's incredibly expensive, it does play to their specific strengths, and the strengths of their integrated model. How long it takes licensed competitors, and web-based competitors, to catch up remains to be seen, however. The acceleration of mobile never fails to amaze.

Pike makes an interesting case, however. Could iOS 7 be a real differentiator for Apple for years to come?

Anti-Malware
In truth, anti-malware is not where the Android security begins and ends. It's very unlikely that you'll encounter malicious software on your phone, but it is generally foremost on the minds of consumers.

When AV-Test rated avast! in June 2013, they found that the software detected 100% of the 2,545 samples the company used. Even better, AV-Test reports that it had no false-positive detections. This is a marked improvement over the previous test, which rated avast! slightly lower and with only half the sample size.

PC Mag relies on third-party testing labs for information about the accuracy of Android security app malware scans.

In my testing, I noticed that the accuracy came at a price. avast! took 66.06 seconds to scan just the apps on my Samsung Galaxy S III , and a whopping 132.2 seconds to scan apps and files. This is on par with TrustGo Antivirus and Mobile Security, but far longer than TrendMicro Mobile Security & Antivirus. Bitdefender?uses ultra-speedy cloud scanning that completes a scan in just over 10 seconds. Though the scans are long, avast! plays nice with other apps. With a scan running in the background along with 12 other apps, I didn't see any stuttering while playing Minecraft.

Also, though the scan is slower, it can be performed at any time and checks every file on your device. Bitdefender's cloud-based approach only focuses on executable files, and needs an internet connection to scan. Their approach is to only focus on the files that could be a threat, and is far more targeted than avast!'s brute-force approach. That said, avast! is well-positioned to guard against new threats that use novel attack vectors we've yet to imagine. Apple OS X Mavericks 10.9 preview

There was no OS XI at WWDC. There was no plan to reinvent the wheel. The takeaway message at the launch event was simple: Apple is committed to OS X. What that means, in the long run (naming scheme aside) is that changes to the desktop will probably continue to be gradual. New features will be added and things will evolve over time. Like other recent versions of OS X, version 10.9 Mavericks follows the lead of iOS, culling from its most successful features -- though there's nothing on the order of iOS 7's dramatic redesign in store. But while the iPhone operating system seems to have taken the lead in terms of innovation, there doesn't seem to be much in the way of feature crippling in Mavericks, which some feared would come with the mobilization of the OS.

In fact, there are a number of welcome upgrades here -- things like folder tabs, tags and a more interactive Notification Center will likely improve the workflow of many Mac users. Built-in apps like Safari and Calendar have gotten nice facelifts, as well. We've spent a few days with the most recent build of OS X and are ready to give you a peek at what you're in store for, come fall. Still, knowing Apple, the company's likely still got a couple of tricks up its sleeve.

CFTC planning to file civil lawsuit against Corzine: NYT

(Reuters) - Federal regulators are planning a civil lawsuit against Jon Corzine over the collapse of MF Global Holdings Ltd and the commodity broker's misuse of customer money during its final days, the New York Times reported, citing law enforcement officials with knowledge of the case.

The Commodity Futures Trading Commission (CFTC), the federal agency that regulated MF Global, plans to approve the lawsuit as soon as this week, the NY Times said. (http://link.reuters.com/mej29t)

MF Global, led by former New Jersey Gov. Jon Corzine, went into court-protected bankruptcy in 2011 after investors were spooked by its exposure to $6.3 billion in European sovereign debt.

The bankruptcy became a political firestorm when investigators found that MF Global had misappropriated money in customers' trading accounts. Corzine and his management team have not faced criminal charges, but face civil allegations of breaching a fiduciary duty. Corzine has denied wrongdoing.

CFTC will probably blame Corzine for failing to prevent the breach at a lower rung of the firm, without directly linking him to the disappearance of more than $1 billion in customer money, the newspaper said. The agency is not expected to accuse Corzine of authorizing the breach of customer money, the NYT said.

If found liable, Corzine could face millions of dollars in fines and possibly a ban from trading commodities.

In a statement issued to the New York Times, Steven Goldberg, a spokesman for Corzine, denounced CFTC for planning to file what he called an "unprecedented and meritless civil enforcement action."

"If the CFTC brings this enforcement action, Corzine would welcome the opportunity to litigate this matter in an impartial venue, free from politically influenced prejudice and unfounded assertions, which have been frequently repeated despite the lack of a factual basis," Goldberg told the NYT.

MF Global effectively ended its bankruptcy earlier this month, saying court-appointed trustee Louis Freeh would step down and hand the estate's remaining wind-down duties to a new three-member board.

The company could not immediately be reached for comment by Reuters outside of regular U.S. business hours.

Weight Loss Doesn't Reduce Heart Problems for Some

Diet and exercise can help people with Type 2 diabetes lose weight, but that weight loss may not translate into a lower risk of heart problems, a new study suggests.

In the study, obese adults with Type 2 diabetes who underwent regular counseling sessions to encourage weight loss and physical activity indeed lost more weight than those in the control group who did not undergo such aggressive counseling. Those in the counseling group lost 6 percent of their body weight over the nine-year study, while those in the control group lost 3.5 percent.

However, those in the counseling group were just as likely to suffer cardiovascular problems ? such as heart attack, stroke, hospitalization for chest pain or death from heart disease ? during the study compared with those in the control group.

The findings do not mean people with Type 2 diabetes should not try to lose weight. Weight loss improved other factors, such as blood pressure and blood glucose levels, and in some cases, it reversed diabetes completely.

Weight loss can also reduce the rate of sleep apnea, depression, improve people's ability to function in everyday life, and reduce the need for diabetes medication, according to the researchers at the Warren Alpert Medical School at Brown University.

"Even with no clear evidence of cardiovascular benefit, [the study researchers] have shown that attention to activity and diet can safely reduce the burden of diabetes," Dr. Hertzel Gerstein, of McMaster University in Hamilton, Ontario, wrote in an editorial accompanying the study.

A larger study may be needed to see the heart benefits of weight loss, Gerstein said. In addition, whether or not someone is hospitalized for chest pain can be arbitrary, and the inclusion of this measure in the study may have affected the results, Gerstein said.

It's also possible that following a specific diet, such as the Mediterranean diet, rather than simply cutting calories may work better to reduce the risk of heart problems, the researchers said. A study published earlier this year found that a Mediterranean diet lowered the risk of heart attack and stroke in people in Spain.

Changes in diet and exercise have also been shown to delay or prevent the development of Type 2 diabetes, the researchers said.

The study is published in today (June 24) in the New England Journal of Medicine.

Boost for cars or bust? Ethanol debate heats up

WASHINGTON (AP) ? It's a dilemma for drivers: Do they choose a gasoline that's cheaper and cleaner even if, as opponents say, it could damage older cars and motorcycles?

That's the peril and promise of a high-ethanol blend of gasoline known as E15. The fuel contains 15 percent ethanol, well above the current 10 percent norm sold at most U.S. gas stations.

The higher ethanol blend is currently sold in just fewer than two dozen stations in the Midwest, but could spread to other regions as the Obama administration considers whether to require more ethanol in gasoline.

As a result, there's a feverish lobbying campaign by both oil and ethanol interests that has spread from Congress to the White House and the Supreme Court.

On Monday, the Supreme Court rejected a challenge by the American Petroleum Institute, the oil industry's chief lobbying group, to block sales of E15. The justices left in place a federal appeals court ruling that dismissed challenges by the oil industry group and trade associations representing food producers, restaurants and others.

Tom Buis, CEO of Growth Energy, an ethanol industry group, hailed the decision as victory for U.S. consumer, who will now have greater choice at the pump.

"Now that the final word has been issued, I hope that oil companies will begin to work with biofuel producers to help bring new blends into the marketplace that allow for consumer choice and savings," Buis said.

The API had argued that E15 was dangerous for older cars.

Putting fuel with up to 15 percent ethanol into older cars and trucks "could leave millions of consumers with broken down cars and high repair bills," said Bob Greco, a senior API official who has met with the White House on ethanol issues.

The ethanol industry counters that there have been no documented cases of engine breakdowns caused by the high-ethanol blend since limited sales of E15 began last year.

"This is another example of oil companies unnecessarily scaring people, and it's just flat-out wrong," said Bob Dinneen, president of the Renewable Fuels Association, an ethanol industry group.

The dispute over E15 is the latest flashpoint in a long-standing battle over the Renewable Fuel Standard, approved by Congress in 2005 and amended in 2007. The law requires refiners to blend increasing amounts of ethanol into gasoline each year as a way to decrease reliance on fossil fuels and lower greenhouse gas emissions that contribute to global warming.

The Environmental Protection Agency has proposed a 16.5 billion-gallon production requirement for ethanol and other gasoline alternatives this year, up from 15.2 billion gallons last year. By 2022, the law calls for more than double that amount.

Biofuel advocates and supporters in Congress say the law has helped create more than 400,000 jobs, revitalized rural economies and helped lower foreign oil imports by more than 30 percent while reducing emissions of carbon dioxide and other greenhouse gases.

But the oil industry, refiners and some environmental groups say the standard imposes an unnecessary economic burden on consumers. Using automotive fuel that comes from corn also has significant consequences for agriculture, putting upward pressure on food prices, critics say.

"The ever increasing ethanol mandate has become unsustainable, causing a looming crisis for gasoline consumers," said the API's Greco. "We're at the point where refiners are being pressured to put unsafe levels of ethanol in gasoline, which could damage vehicles, harm consumers and wreak havoc on our economy."

Along with the E15 court case, the API and refiners have swarmed Capitol Hill and the White House to try to have the current mandate waived or repealed.

Charles Drevna, president of the American Fuel & Petrochemical Manufacturers, which represents refineries, accused the EPA of putting politics ahead of science.

An EPA official told Congress earlier this month that the agency does not require use of E15, but believes it is safe for cars built since 2001.

"The government is not saying 'go ahead' " and put E15 in all cars, said Christopher Grundler, of the EPA's director of the office of transportation and air quality. "The government is saying this is legal fuel to sell if the market demands it and there are people who wish to sell it."

Ethanol supporters say E15 is cheaper than conventional gasoline and offers similar mileage to E10, the version that is sold in most U.S. stations.

Scott Zaremba, who owns a chain of gas stations in Kansas, scoffs at claims that E15 would damage older cars. "In the real world I've had zero problems" with engine breakdowns, said Zaremba, whose station in Lawrence, Kan., was the first in the nation to offer E15 last year.

But Zaremba said he had to stop selling the fuel this spring after his gasoline supplier, Phillips 66, told him he could no longer sell the E15 fuel from his regular black fuel hoses. The company said the aim was to distinguish E15 from other gasoline with less ethanol, but Zaremba said the real goal was to discourage use of E15. New pumps cost more than $100,000.

The American Automobile Association, for now, sides with the oil industry. The motoring club says the government should halt sales of E15 until additional testing allows ethanol producers and automakers to agree on which vehicles can safely use E15 while ensuring that consumers are adequately informed of risks.

A spokeswoman for the Alliance of Automobile Manufacturers, which represents 12 major car makers, said E15 gas is more corrosive and the EPA approved it before it could be fully tested.

Older cars were "never designed to use E15," spokeswoman Gloria Bergquist said. Use of the fuel over time could create significant engine problems, she said.

The API cites engine problems discovered during a study it commissioned last year, but the Energy Department called the research flawed and said it included engines with known durability issues.

For now, E15 remains a regional anomaly. About 20 stations currently offer the fuel in Illinois, Iowa, Kansas, Nebraska, South Dakota and Wisconsin.

But it also comes at a sensitive moment for Britain itself, still reeling from the phone hacking of British media giants that has brought privacy issues to the fore of the public debate.

?The issue of the ease with which organizations can both collect and then publicize information is transforming society?s understanding about what is and what is not confidential,? says?Martin Moore of the London-based Media Standards Trust, a charity advocating more ethical practices in the British press.

The most recent allegations, against the Government Communications Headquarters (GCHQ), are based on documents provided by former National Security Agency (NSA) contractor Edward?Snowden. The British newspaper reported Sunday night that the agency?spied on the phone calls and emails of diplomats who were visiting London during a G20 summit in 2009. This included setting up and tapping an Internet?caf??and?hacking the communications of the South African foreign ministry and a Turkish delegation.

The revelation comes after Mr.?Snowden?provided documentation, also to the Guardian and The Washington Post, disclosing the surveillance of common citizens by the US government in its ongoing anti-terrorism fight ? a revelation that had dismayed Europe.

But the GCHQ?scandal raises questions that relate to the 2011 phone-hacking scandal in British media, says Mr. Moore. In the earlier scandal, information that public figures and newsmakers considered private was accessible by corporations, creating a "digital footprint" and the ?potential for misuse,? he says ? much like the GCHQ spying, just with the government, instead of media corporations, doing the hacking of the public's data.

This case will turn attention to the access that governments?have to information considered private. ?We?re going to see many more conversations about what the safeguards ought to be and whether there ought to be greater openness from governments as to what [information] they are collecting and how they are using it,? Moore says.

Just this month, Rebekah Brooks, the former chief executive of News International, pleaded not guilty in court in London to charges including intercepting voice-mail messages in a scandal that eventually spread to officials and other news organizations.

?The phone-hacking scandal produced massive reaction," says James Curran, director of the media studies center at the University of London, and left a society sensitive to the powers of new technologies.?

?Powerful institutions in society are now enabled through new communications technology to probe private letters without sufficient public-interest justification,? he says. The discontent has spanned the political spectrum, with both the right and left condemning an erosion of privacy. ?My hunch is there will be enormous fuss, like a snowball that gets bigger and bigger.?

Key Democrat sees pressure on House to permit U.S. immigration vote

WASHINGTON (Reuters) - Washington may again be the site of massive civil-rights rallies, this time pressuring the Republican-led U.S. House of Representatives to approve a pathway to U.S. citizenship for millions of undocumented immigrants, a key Democrat said on Sunday.

With the Senate set to approve its White House-backed bill this week, Senator Charles Schumer, an author of a bipartisan bill that would allow about 11 million immigrants to eventually become U.S. citizens, said he expects House Speaker John Boehner will soon have "no choice," but to let pass a Democratic-backed immigration bill.

However, if Boehner tries to bottle up a bill that includes eventual citizenship, Schumer said, "I could envision in the late summer or early fall ... a million people on the mall in Washington," demanding action.

"This has the potential of becoming the next major civil rights movement," Schumer told CNN's "State of the Union," conjuring up memories of rallies in the 1960s that resulted in landmark anti-discrimination and voting rights legislation for African Americans. Schumer is the third ranking Democrat in the Senate.

Boehner's Republican Party has said it needs to support comprehensive immigration reform to make the party more attractive to Hispanics, the fastest growing U.S. voting bloc.

Yet Boehner, facing pressure from many of the House's most conservative members, said last week that he would not bring any immigration bill up for a vote unless most Republicans back it.

A Senate test vote is set for Monday, with passage of the bill expected on Thursday.

Strong bipartisan Senate support was assured last week when a $40 billion deal was reached to double to about 40,000 the number of federal agents on the U.S.-Mexican border, and obtain a crush of additional high-tech surveillance equipment, including planes, drones and radar.

Up to 70 or more of the 100 senators are expected to vote for the bill, including all 52 Democrats, both independents and perhaps 16 or so of the 46 Republicans, according to aides for both parties.

BORDER CONTROL

With passage virtually assured, the Senate immigration battle is now essentially over with the focus shifting to the House where it remains unclear what will happen.

Many Republicans oppose the proposed pathway to citizenship, denouncing it as "amnesty" for law breakers that will attract even more illegal immigrants.

Backers reject such talk, noting that the 13-year pathway would require undocumented immigrants to pay back taxes, learn English, hold a job and pass criminal background checks.

They also argue that the pathway would draw undocumented immigrants from the shadows, where many are now abused, and help make them a productive part of the American way of life.

Republican Senator Rand Paul of Kentucky, one of the most conservative members of Congress and a potential 2016 White House contender, said, "It will pass the Senate. ... But it's dead on arrival in the House."

Speaking on CNN, Paul said many agree with him that there should be evidence that bolstered border security has reduced illegal crossings before anyone can begin a pathway to citizenship.

Under the Senate bill, there is no such requirement.

Republican Senator Mike Lee, like Paul, a favorite of the conservative Tea Party movement, said his chief problem with the Senate bill is the sequencing of events.

"The pathway to citizenship begins basically on day one. But it will take many, many years, if not decades to fully implement all these border security measures," Lee told Fox News Sunday.

The deal to implement additional border security was reached after the Congressional Budget Office estimated that the initial bill would reduce illegal immigration by just 25 percent.

Republican Senator Lindsey Graham, a member of the "Gang of Eight" that wrote the bipartisan bill, hailed the added security.

"We practically militarized the border," Graham told Fox TV.

WikiLeaks: Snowden going to Ecuador to seek asylum

WASHINGTON (AP) ? Admitted leaker Edward Snowden took flight Sunday in evasion of U.S. authorities, seeking asylum in Ecuador and leaving the Obama administration scrambling to determine its next step in what became a game of diplomatic cat-and-mouse.

The former National Security Agency contractor and CIA technician fled Hong Kong and arrived at the Moscow airport, where he planned to spend the night before boarding an Aeroflot flight to Cuba. Ecuador's Foreign Minister Ricardo Patino said his government received an asylum request from Snowden, and the anti-secrecy group WikiLeaks said it would help him.

"He goes to the very countries that have, at best, very tense relationships with the United States," said Rep. Ileana Ros-Lehtinen, R-Fla., adding that she feared Snowden would trade more U.S. secrets for asylum. "This is not going to play out well for the national security interests of the United States."

The move left the U.S. with limited options as Snowden's itinerary took him on a tour of what many see as anti-American capitals. Ecuador in particular has rejected the United States' previous efforts at cooperation, and has been helping WikiLeaks founder, Julian Assange, avoid prosecution by allowing him to stay at its embassy in London.

Snowden helped The Guardian and The Washington Post disclose U.S. surveillance programs that collects vast amounts of phone records and online data in the name of foreign intelligence, but often sweeping up information on American citizens. Officials have the ability to collect phone and Internet information broadly but need a warrant to examine specific cases where they believe terrorism is involved.

Snowden has been in hiding for several weeks in Hong Kong, a former British colony with a high degree of autonomy from mainland China. The United States formally sought Snowden's extradition from Hong Kong but was rebuffed; Hong Kong officials said the U.S. request did not fully comply with their laws.

The Justice Department rejected that claim, saying its request met all of the requirements of the extradition treaty between the U.S. and Hong Kong.

During conversations last week, including a phone call Wednesday between Attorney General Eric Holder and Hong Kong Secretary for Justice Rimsky Yuen, Hong Kong officials never raised any issues regarding sufficiency of the U.S. request, a Justice spokesperson said.

A State Department official said the United States was in touch through diplomatic and law enforcement channels with countries that Snowden could travel through or to, reminding them that Snowden is wanted on criminal charges and reiterating Washington's position that Snowden should only be permitted to travel back to the U.S.

The Justice Department said it would "pursue relevant law enforcement cooperation with other countries where Mr. Snowden may be attempting to travel."

The White House would only say that President Barack Obama had been briefed on the developments by his national security advisers.

Russia's state ITAR-Tass news agency and Interfax cited an unnamed Aeroflot airline official as saying Snowden was on the plane that landed Sunday afternoon in Moscow.

Upon his arrival, Snowden did not leave Moscow's Sheremetyevo Airport. One explanation could be that he wasn't allowed; a U.S. official said Snowden's passport had been revoked, and special permission from Russian authorities would have been needed.

"It's almost hopeless unless we find some ways to lean on them," said Rep. Peter King, R-N.Y.

The Russian media report said Snowden intended to fly to Cuba on Monday and then on to Caracas, Venezuela.

U.S. lawmakers scoffed. "The freedom trail is not exactly China-Russia-Cuba-Venezuela, so I hope we'll chase him to the ends of the earth, bring him to justice and let the Russians know there'll be consequences if they harbor this guy," said Sen. Lindsey Graham, R-S.C.

With each suspected flight, efforts to secure Snowden's return to the United States appeared more complicated if not impossible. The United States does not have an extradition treaty with Russia, but does with Cuba, Venezuela and Ecuador. Even with an extradition agreement though, any country could give Snowden a political exemption.

The likelihood that any of these countries would stop Snowden from traveling on to Ecuador seemed unlikely. While diplomatic tensions have thawed in recent years, Cuba and the United States are hardly allies after a half century of distrust.

Venezuela, too, could prove difficult. Former President Hugo Chavez was a sworn enemy of the United States and his successor, Nicolas Maduro, earlier this year called Obama "grand chief of devils." The two countries do not exchange ambassadors.

U.S. pressure on Caracas also might be problematic given its energy exports. The U.S. Energy Information Agency reports Venezuela sent the United States 900,000 barrels of crude oil each day in 2012, making it the fourth-largest foreign source of U.S. oil.

"I think 10 percent of Snowden's issues are now legal, and 90 percent political," said Douglas McNabb, an expert in international extradition and a senior principal at international criminal defense firm McNabb Associates.

Assange's lawyer, Michael Ratner, said Snowden's options aren't numerous.

"You have to have a country that's going to stand up to the United States," Ratner said. "You're not talking about a huge range of countries here."

That is perhaps why Snowden first stopped in Russia, a nation with complicated relations with Washington.

Russian President Vladimir Putin is "aiding and abetting Snowden's escape," said Sen. Chuck Schumer, D-N.Y.

"Allies are supposed to treat each other in decent ways, and Putin always seems almost eager to put a finger in the eye of the United States," Schumer said. "That's not how allies should treat one another, and I think it will have serious consequences for the United States-Russia relationship."

It also wasn't clear Snowden was finished with disclosing highly classified information.

"I am very worried about what else he has," said Rep. Loretta Sanchez, a California Democrat who sits on the House Homeland Security Committee.

Sen. Dianne Feinstein, the chairwoman of the Senate Intelligence Committee, said she had been told Snowden had perhaps more than 200 sensitive documents.

Ros-Lehtinen and King spoke with CNN. Graham spoke to "Fox News Sunday." Schumer was on CNN's "State of the Union." Sanchez appeared on NBC's "Meet the Press." Feinstein was on CBS' "Face the Nation."
