United States Vice President to press India on more economic reforms


Pressing India for more economic reforms, US Vice President Joe Biden will raise a host of issues ranging from further opening up the retail sector to a stable tax regime during his first India trip next week. While the US welcomed India's raising of foreign direct investment limits in certain sectors last week, "we look forward to continuing to work together to further increase American investment", a senior administration official said on Friday.

Biden's trip "would also afford a chance to point that international firms can play a very constructive role in developing India's retail sector to meet the needs of India's growing population in a way that benefit Indian farmers and consumers as well as American business," he said in a White House teleconference call.

"You can expect that this will be a very important agenda," the official said ahead of Biden's four day trip which starts on Monday. The visit would be the first by a US vice president in 30 years since then incumbent George HW Bush came in the eighties.

"We will raise the concerns that we have just as we will advise the Indian government to raise the concerns that they have and its views on how we can facilitate economic opportunity for Indian companies in the US."

Among the key issues the official listed were "India's need to provide automatic protection of intellectual property and the importance of a stable predictable tax regime."

Biden, he said, "will describe how reforms in these areas can help strengthen trade and investment ties and will help further India's incredible growth story".

The vice president's trip, "will be a chance to build upon all of the commercial and economic dialogue that we have going with India right now", the official said, referring to the visits of three Indian ministers here last week and US Secretary of State John Kerry's visit to India last month for the India-US strategic dialogue.

Asked about the landmark India-US civil nuclear deal, which has been a limbo over India's nuclear liability laws, the official said, "both of us regard this as a signature achievement and are keen to maximise it".

"We also recognise there are issues associated with it and we need to be engaged on it," he said. As Biden himself told a Washington think tank on Thursday, "we still have a lot of work to do on a wide range of issues".

"There is a lot of work to do," he said listing civil nuclear cooperation, bilateral investment treaty and policies promoting innovation. "There's a lot of work to do. But we believe doing -- going with an open mind and listening, as well as making our case, we believe it can be done.

NBA says Hornets name will return to Charlotte

The Charlotte Hornets are back.

The NBA Board of Governors unanimously approved changing the Charlotte Bobcats name back to the Hornets beginning for the 2014-15 season during its summer meeting Thursday in Las Vegas.

The Hornets brand became available when the New Orleans Pelicans officially gave it up earlier this year as part of their own name change. The Charlotte Hornets moved to New Orleans in 2002, and the Bobcats joined the league as an expansion team in '04. Commissioner David Stern said Bobcats owner Michael Jordan has been in discussions to get the Hornets name back since he bought the team in 2010.

"We're thrilled to bring back the Hornets to Charlotte and the Carolinas," Jordan said in a statement. "The passion and enthusiasm around this name change by fans in this market has been unmatched. They overwhelmingly told us what they wanted, we listened and we couldn't be happier with the Board of Governors' approval of the name change. With the young team we are developing on the court, the direction of our business and the return of the Hornets name, we are extremely excited about our future. The buzz is back!"

The Hornets led the NBA in attendance for seven consecutive seasons in Charlotte, but the Bobcats have not been as successful in the market, which spurred the movement to return to the name.

"It is so true that it was a subject of conversation for the last couple of years," Stern said. "Fans of the old Hornets would say, 'Please give us back our Hornet name.' I laughed at it initially. But it stayed there bubbling below the surface, and there's something to it."

The Bobcats' website hailed the return of "Buzz City," and team officials said 2,000 season-ticket holders turned out at a downtown party that turned into a celebration of the name change. Fan favorite Muggsy Bogues and other former Hornets including Rex Chapman, Kelly Tripucka, Dell Curry and Kendall Gill attended as well.

The Name Game

One good reason for Charlotte to ditch the Bobcats -- it ranks second-worst all time in terms of win percentage by team nicknames. Here's a look:

"We want to reach back and grab some of that equity that the Hornets earned in our community," Charlotte COO Fred Whitfield said. "They did a lot of great things off the court. They were involved in the community. They became very accessible to the Charlotte fans and citizens of Charlotte. We want to reach back and grab some heritage and use it as we move forward to build a brand with our young team that continues to improve."

The NBA owners handled several other pieces of business at the meeting, including:

? They voted to expand the use of instant replay to include reviews on block/charge calls in the restricted area, better known as the "no-charge zone." Officials now can stop the game to check whether a defender was in the restricted area on such a call.

"You always try to level the playing field and basically get it right," said Kiki Vandeweghe, the league's new vice president of basketball operations. "That's the main focus is getting calls right."

Stern said the move could add time to games, and the league was continuing to look at creating a centralized replay system in which offsite officials would judge replays to speed up the game. He said the league might add a fourth referee to the playoffs next season to act as replay official on the sideline.

? Officials also will be able to use instant replay to review whether a player had started his shooting motion on shooting fouls and whether a foul was committed before a ball was inbounded.

? The controversial flopping policy the league instituted last season will be left alone for the 2013-14 season. Stern hinted during the NBA Finals that flop warnings followed by $5,000 fines for second offenses were not enough of a deterrent. No player was given a fine for a third offense last season. The league's competition committee recommended no changes.

? It will now be a violation and an automatic turnover if an offensive player stands out of bounds and doesn't immediately return to the floor. This addresses a recent trend in the league of players standing out of bounds under the basket in an attempt to pull defenders out of position or hide from the defense. There will be no penalty for extenuating circumstances such as injuries or saving a loose ball.

? The league had hoped to have an agreement on human growth hormone testing before next season. Stern, however, said the process has been delayed because the players' association is without an executive director after Billy Hunter was forced out earlier this year. The owners haven't given up on getting a plan in place, but it seems highly unlikely it could be agreed on before next season.

Stocks up on reassurance from Bernanke

Stocks edged up Wednesday after Federal Reserve?Chairman Ben Bernanke?said that the U.S. central bank had no firm timetable for cutting back on its bond purchases. Higher earnings for several major companies also helped stocks.

Bernanke said that the U.S. central bank had no firm timetable for cutting back on its bond purchases. The Fed would consider reducing its stimulus program if the economy improves, but Bernanke emphasized in his testimony to Congress that the reductions were "by no means on a preset course."

The central bank is currently buying $85 billion of bonds a month to keep interest rates low and encourage borrowing. Concerns that the Fed was poised to start easing back on that stimulus before the economy had recovered sufficiently caused the stock market to pull back in June.

The concern has been that "the Fed was going to dial the (stimulus) down to zero regardless how the economy was doing," said Phil Orlando, chief market strategist at Federated Investors. "I don't think that's the case at all...the Fed is going to evaluate the economic landscape," before it cuts its stimulus, Orlando said.

The Standard & Poor's 500 index climbed 4.65 points, or 0.3 percent, to 1,680.91. The Nasdaq composite rose 11.50 points, or 0.3 percent, to 3,610.

The Dow Jones industrial average rose 18.67 points, or 0.1 percent, to 15,470.52.

The Dow was held back by American Express and Caterpillar. The credit card company's stock slumped $1.47, or 1.9 percent, to $76.80 after European regulators proposed to cap the lucrative processing fees the card company imposes.

Caterpillar fell $1.50, or 1.7 percent, to $86.67 after prominent short-seller Jim Chanos said he was shorting the stock because it was exposed to a slump in the mining industry. In a presentation at the 'Delivering Alpha' conference, broadcast by CNBC, Chanos said Caterpillar was "tied to the wrong products, at the wrong time."

Bernanke's comments had a stronger impact on the Treasury market than on the stock market.

The yield on the 10-year Treasury note fell to 2.49 percent from 2.53 percent late Tuesday as investors bought U.S. government bonds. The yield has been declining since July 5, when it surged to 2.74 percent after the government reported that hiring was strong in June.

If Treasury yields climb too fast, it worries stock investors because of the impact that rising interest rates have on the wider economy. For example, higher mortgage rates, which are linked to Treasury yields, would slow demand for homes.

This is filmmaking of a high order, even though the production's scale is modest and the climax is not without its facile contrivances.

"The Hunt" is a merciless examination of the fear and savagery roiling just below the surface of bourgeois life.

...incredible acting by Mikkelsson, (but) what is unforgettable is the acting of the young girl who makes the allegation, Annika Wedderkopp. It's remarkable that someone so young could give such a performance.

The characters... are not symbolic. They're real people, leading imperfect lives... but we can relate to their feelings, and their actions at every turn of this searing drama.

Vinterberg's best filmmaking since his Dogme '95 entry "The Celebration."

Mikkelsen, one of his country's finest actors, in collaboration with Thomas Vinterberg, one of its finest directors, delivers what may be his strongest performance yet.

A nuanced portrait of a fundamentally decent man grappling with a world that has decided to treat him indecently.

The innocent man wrongly accused is something that everyone can identify with - what if it happened to me?

Mikkelsen's an actor of restraint, and ...Vinterberg's modern day witch hunt tale gives the actor a whole range of restraint to work with in a film whose title begins literally, turns figurative, then, in a chilling coda, suggests a merging of the two.

The Hunt works as simplistic, cathartic melodrama. It's about ambiguity, but there's nothing ambiguous about the film itself.

The Hunt is beautifully shot and performed. But gritty, immersive Dogme it is not.

The Hunt may prove stressful, frustrating, even enraging, but it's also an unbelievably effective watch, that, if nothing else signals an undeniable return to form for Vinterberg, and yet another blistering performance from Mikkelsen.

Washington Man: I Was Arrested For Taking Joe Biden's Advice On Self-Defense

VANCOUVER, Wash. ? A Washington state man who fired a shotgun in the air to chase away car prowlers says he was following the advice of Vice President Joe Biden.

Jeffrey Barton, of Vancouver, pleaded not guilty Wednesday in a Clark County court to a charge of illegally discharging a firearm. The 52-year-old fired the shot Monday when he thought people were breaking into his vehicles.

Outside of court, Barton told KOIN ( ), "I did what Joe Biden told me to do. I went outside and fired my shotgun in the air." http://bit.ly/13mpjyH

In an answer to a home defense question in February, the vice president said Americans don't need semi-automatic weapons because a couple of blasts from a shotgun will scare off intruders.

Barclays pledges to fight US energy fine

LONDON (AP) ? Barclays has vowed to fight a fine by U.S. regulators, who allege the bank manipulated the electricity prices in California and other western states to make money off of trades.

American regulators on Tuesday ordered the U.K.-based bank and four of its traders to pay $453 million in civil penalties for manipulating electricity prices between November 2006 and December 2008.

The Federal Energy Regulatory Commission also ordered Barclays to pay $34.9 million, plus interest, for what it described as "unjust profits" to low income energy assistance programs in Arizona, California, Oregon and Washington.

The allegations will mark a fresh blow to the scandal-shaken bank, whose new chief executive, Antony Jenkins, has made a point of saying that ethics matter as much to Barclays as the bottom line. The lender has faced a string of scandals costing it billions of pounds (dollars), and was fined by regulators in the U.S. and Britain for manipulating the London interbank offered rate, or LIBOR, the benchmark for trillions of dollars in loans ? including some home mortgages.

Investors did not seem worried, however, with Barclays' share price trading up 0.9 percent at 311 pence on Wednesday.

The statement by U.S. regulators said that Barclays and the four traders ? Daniel Brin, Scott Connelly, Karen Levine and Ryan Smith ? took part in an "affirmative, coordinated and intentional effort to carry out a manipulative scheme."

Regulators said the fines stemmed from "the seriousness of the violations and the lack of any effort by Barclays and the traders to remedy their violations."

Barclays contests what it described as a one-sided statement, arguing that it strongly disagreed with a FERC assessment "that does not reflect a balanced and full description of the facts or the applicable legal standard."

"We intend to vigorously defend this matter," the bank said in a statement Tuesday.

FERC gave Barclays 30 days to pay the penalties.

If the bank declines to pay the fine, FERC said it could "seek affirmation," from a federal district court.

Britain throws another ?60 million at the Skylon spaceplane, hopes mid-life crisis is over soon

After a series of successful tests on the Skylon spaceplane's SABRE engine, the UK government has decided to invest another £60 million to continue developing it. The scramjet-based tech could pave the way for cheaper space travel, since it carries little oxygen on board and can maneuver like an airplane before rockets kick it into orbit. Earlier, a key component that chills air from 1,830 to minus 302 degrees Fahrenheit in 1/100th of a second passed its trials with flying colors. That means the project team can move to the next phase: building and ground testing a prototype SABRE engine. Though billions of pounds more would be needed to eventually develop a Skylon vehicle, a European Space Agency spokesman thinks it would be worth it, saying "we have something here that is really unique." Let's hope they can match recent scramjet success stateside and avoid the whole crashing part.

Israeli news source Calcalist has a decent track record when it comes to acquisition gossip, even if the gossip itself sometimes comes to nothing. Bearing that in mind, the latest rumor is that Apple is "in talks" to buy PrimeSense, the company that worked with Microsoft to create the first-generation Kinect (but not Kinect 2.0) and which could potentially help Cupertino with new projects that require natural interfaces. The value of the acquisition is said to "probably" be around $280 million, although the source makes it clear that these talks are in very early stages. Whichever way things go, the immediate effect of a report like this is to add to the impression that PrimeSense has a future beyond the Xbox 360 -- but, frankly, we already believed it did.

Film shot in Payne County will be screened Tuesday at OSU's Student Union

STILLWATER, Okla. ? A psychological thriller shot in Payne County will have a free screening at the Oklahoma State University Student Union 7 p.m. Tuesday.

The Student Union Activities Board will host ?Left of Center?, which began production in Stillwater and surrounding areas in February 2011. It recently debuted at the Dead Center Film Festival June 8 in Oklahoma City.

The movie follows a local police chief?s investigation into a series of murders along State Highway 177. The film was shot on a budget of approximately $16,000, said Director David Norman. The story itself was written by Glencoe native Brandi Jenkins and featured a majority of talent from Oklahoma.

(AP) ? Coca-Cola is struggling to sell more soda in the U.S., and it can't seem to catch a break.

The world's largest beverage maker on Tuesday blamed a confluence of factors including unusually bad weather for its disappointing second-quarter results. It cited cold, wet conditions at home and flooding in parts of Europe for weak volume growth globally. Profit declined 4 percent.

The temporary setbacks clouded the underlying challenge the company faces in North America and other developed markets, where soda consumption has been declining for years amid criticism that sugary drinks fuel obesity rates.

In the latest quarter, for example, Coca-Cola said soda volume in North America fell 4 percent. But the figure has declined in 20 of the 26 quarters since the start of 2007, including a 2 percent slide a year ago.

It was flat in four quarters and rose by just 1 percent in the other two quarters.

Still, executives expressed confidence they'd be able to return to growth with greater investments in marketing, new packaging and other tactics.

"I hate to use the weather, but a lot of it was the weather," Chief Financial Officer Gary Fayard said in an interview on CNBC, apparently acknowledging the frequency with which companies cite the weather when they deliver disappointing results.

When asked if people drink less soda when it's cold and wet outside, Fayard said that was indeed the case.

"We are an industry that's susceptible to weather," he said.

Coke's shares fell 78 cents, or 1.9 percent, to close at $40.23 Tuesday. Over the past year, the company's stock is up more than 5 percent.

Looking ahead to the second half of the year, executives expressed confidence that the weather would even out and that business would improve, including in key markets such as India, China and North America.

In the meantime, Coca-Cola and rival PepsiCo Inc. have been trying to come up with a soda that uses a natural, low-calorie sweetener to reverse the slide in U.S. soda consumption. The challenge is that such sweeteners often have a bad aftertaste. Notably, Coca-Cola has yet to roll out a mid-calorie version of Fanta and Sprite using the sweetener stevia that it began testing last summer.

Nevertheless, executives at both companies have expressed optimism that natural, lower-calorie sodas can get soda sales on the path to growth.

"We're watching, we're learning," said Steve Cahillane, who heads the company's North American and Latin American operations.

To hit back at critics, Coca-Cola also began a TV ad campaign addressing obesity for the first time in January. The ad noted that weight gain is the result of consuming too many calories of any kind, not just soda.

Similar ads have since been rolled out, with a focus on cable news channels where Coca-Cola believes viewers are more influential in shaping public opinion.

Coca-Cola, based in Atlanta, has also been relying on its bottled teas, water and sports drinks to boost sales. It sold more of such uncarbonated drinks in North America for three months ended June 28, but not enough to offset the decline in sodas.

During the quarter, volume for Europe also declined 4 percent, with Coca-Cola noting the impact of severe flooding in parts of Germany and central Europe. By contrast, the region encompassing Africa, the Middle East and Russia saw a 9 percent gain in volume. The Asia region rose 2 percent, with volume in China even from a year ago.

In addition to bad weather, the company noted that it was dealing with challenging economic conditions and other socioeconomics factors, such as unrest in the Middle East.

For the second quarter, Coca-Cola Co. said it earned $2.68 billion, or 59 cents per share. That's down 4 percent from $2.79 billion, or 61 cents per share, a year earlier.

Excluding one-time items, the company said it earned 63 cents per share, in line with Wall Street expectations.

Revenue slid to $12.75 billion, short of the $12.95 billion analysts expected, according to FactSet.

Researchers hack Verizon device, turn it into mobile spy station

NEW YORK (Reuters) - Two security experts said they have figured out how to spy on Verizon Wireless mobile phone customers by hacking into devices the U.S. carrier sells to boost wireless signals indoors.

The finding, which the experts demonstrated to Reuters and will further detail at two hacking conferences this summer, comes at a time of intense global debate about electronic privacy, after top-secret U.S. surveillance programs were leaked by a former National Security Agency contractor, Edward Snowden, last month.

"This is not about how the NSA would attack ordinary people. This is about how ordinary people would attack ordinary people," said Tom Ritter, a senior consultant with the security firm iSEC Partners.

Verizon said it has updated the software on its signal-boosting devices, known as femtocells or network extenders, to prevent hackers from copying the technique of the two experts.

But Ritter said motivated hackers can still find other ways to hack the femtocells of Verizon, as well as those offered by some 30 carriers worldwide to their customers.

Femtocells, which act as tiny cellphone towers, can be purchased directly from Verizon for $250. Used models can be obtained online for about $150.

Ritter and his colleague, Doug DePerry, demonstrated for Reuters how they can eavesdrop on text messages, photos and phone calls made with an Android phone and an iPhone by using a Verizon femtocell that they had previously hacked.

They declined to disclose how they had modified the software on the device, saying they do not want to make it any easier for criminals to figure out similar ways to hack femtocells.

The two said they plan to give more elaborate demonstrations two weeks from now at the Black Hat and Def Con hacking conferences in Las Vegas. More than 15,000 security professionals and hackers are expected to attend those conferences, which feature talks on newly found bugs in communications systems, smart TVs, mobile devices and computers that run facilities from factories to oil rigs.

Verizon Wireless released a Linux software update in March that prevents its network extenders from being compromised in the manner reported by Ritter and DePerry, according to company spokesman David Samberg.

"The Verizon Wireless Network Extender remains a very secure and effective solution for our customers," Samberg said in a statement. He said there have been no reports of customers being impacted by the bug that the researchers had identified. The company is a joint venture between Verizon Communications Inc and Vodafone Group Plc.

Samberg said his company uses an internal security team as well as outside firms to look for vulnerabilities in the devices it sells, before and after they are released.

Still, the two researchers said they are able to use the hacked femtocell to spy on Verizon phones even after Verizon released that update because they had modified the device before the company pushed out the software fix.

The researchers built their "proof of concept" system that they will demonstrate in Las Vegas with femtocells manufactured by Samsung Electronics Co and a $50 antenna from Wilson Electronics Inc.

They said that with a little more work, they could have weaponized it for stealth attacks by packaging all equipment needed for a surveillance operation into a backpack that could be dropped near a target they wanted to monitor.

For example, a group interested in potential mergers might place such a backpack in Manhattan restaurants frequented by investment bankers. Verizon's website said the device has a 40-foot range, but the researchers believe that could be expanded by adding specialized antennas.

The iSEC researchers are not the first to warn of vulnerabilities in femtocells, but claim to be the first to hack the femtocells of a U.S. carrier and also the first running on a wireless standard known as CDMA.

Other hacking experts have previously uncovered security bugs in femtocells used by carriers in Europe.

CTIA, a wireless industry group based in Washington, in February released a report that identified femtocells as a potential point of attack.

John Marinho, CTIA's vice president for cyber security and Technology, said that the group is more concerned about other potential cyber threats, such as malicious apps. He is not aware of any case where attacks were launched via femtocells.

Still, he said, the industry is monitoring the issue: "Threats change every day."
