NEW YORK (AP) ? Flights resumed, but slowly. The New York Stock Exchange got back to business, but on generator power. And with the subways still down, great numbers of people walked across the Brooklyn Bridge into Manhattan in a reverse of the exodus of 9/11.

Two days after Superstorm Sandy rampaged across the Northeast, killing more than 70 people, New York struggled Wednesday to find its way. Swaths of the city were still without power, and all of it was torn from its daily rhythms.

At luxury hotels and drugstores and Starbucks shops that bubbled back to life, people clustered around outlets and electrical strips, desperate to recharge their phones. In the Meatpacking District of Manhattan, a line of people filled pails with water from a fire hydrant. Two children used jack-o'-lantern trick-or-treat buckets.

Gov. Andrew Cuomo said that parts of the subway would begin running again Thursday, and that three of seven tunnels under the East River had been pumped free of water, removing a major obstacle to restoring full service.

"We are going to need some patience and some tolerance," he said.

On Wednesday, both were frayed. Bus service was free but delayed, and New Yorkers jammed on, crowding buses so heavily that they skipped stops and rolled past hordes of waiting passengers.

New York City buses serve 2.3 million people on an average day, and two days after the storm they were trying to handle many of the 5.5 million daily subway riders, too.

As far west as Wisconsin and south to the Carolinas, more than 6 million homes and businesses were still without power, including about 650,000 in New York City, Mayor Michael Bloomberg said.

The mayor said 500 patients were being evacuated from Bellevue Hospital because of storm damage. The hospital has run on generators since the storm. About 300 patients were evacuated from another Manhattan hospital Monday after it lost generator power.

Bloomberg also canceled school the rest of the week, and the Brooklyn Nets, who just moved from New Jersey, scratched their home opener against the Knicks on Thursday.

Still, there were signs that New York was flickering back to life and wasn't as isolated as it was a day earlier.

Flights resumed at Kennedy and Newark airports on what authorities described as a very limited schedule. Nothing was taking off or landing at LaGuardia, which suffered far worse damage. Amtrak said trains will start running in and out of New York again on Friday.

The stock exchange, operating on backup generators, came back to life after its first two-day weather shutdown since the blizzard of 1888. Mayor Michael Bloomberg rang the opening bell to whoops from traders below.

"We jokingly said this morning we may be the only building south of midtown that has water, lights and food," said Duncan Niederauer, CEO of the company that runs the exchange, in hard-hit lower Manhattan.

Most Broadway shows returned for Wednesday matinees and evening shows.

Across the Hudson River in New Jersey, National Guardsmen in trucks delivered ready-to-eat meals and other supplies to heavily flooded Hoboken and rushed to evacuate people from the city's high-rises and brownstones. The mayor's office put out a plea for people to bring boats to City Hall for use in rescuing victims.

Natural gas fires erupted in Brick Township, where scores of homes were wrecked by the storm. And some of the state's barrier islands, which took a direct hit from Sandy on Monday night, remained all but cut off.

President Barack Obama took a helicopter tour of the ravaged coast with New Jersey Gov. Chris Christie.

"We are here for you," Obama said in Brigantine, N.J. "We are not going to tolerate red tape. We are not going to tolerate bureaucracy."

In New York, masses of people walked shoulder-to-shoulder across the Brooklyn Bridge to get into Manhattan for work, reminiscent of the escape scenes from the Sept. 11 terrorist attack and the blackout of 2003.

They entered an island sharply divided between those who had power and those who did not.

In Manhattan at night, it was possible to walk downtown along an avenue and move in an instant from a mostly normal New York scene ? delis open, people milling outside bars ? into a pitch-black cityscape, with police flares marking intersections.

People who did have power took to social media to offer help to neighbors.

"I have power and hot water. If anyone needs a shower or to charge some gadgets or just wants to bask in the beauty of artificial light, hit me up," Rob Hart of Staten Island posted on Facebook.

A respected New York steakhouse in the blackout zone, Old Homestead, realized its meat was going to go bad and decided to grill what was left and sell steaks on the sidewalk for $10. A center-cut sirloin usually goes for $47.

"Give back to the people of New York," said Greg Sherry, the steakhouse's co-owner. He said it had served nearly 700 people on Wednesday.

Simon Massey and his 9-year-old son, Henry, took one last walk near their powerless apartment in downtown Manhattan before decamping to a friend's place in Brooklyn where the electricity worked.

"We're jumping ship," he said. "We gorged on eggs and sausage this morning before everything goes bad. We don't want to spend another three or four days here."

They live on the 10th floor of a 32-floor building, where they were flushing the toilet with water from their filled tub and cooking on their gas stove. They found their way down the stairs with glowsticks and flashlights, and rationed iPad and phone use.

"I'm feeling scared," said Henry, who was home from third grade for a third straight day. "It just feels really, really weird. New York's not supposed to be this quiet."

Bad weather has track record of swinging some elections

Does bad weather really favor one party in a national election? Data from a 2007 study is getting new attention as people ponder the effects of Hurricane Sandy in the coming week.

Tropical_Storm_Sandy_Oct_22_2012_2345zThe study by three researchers appeared in the Journal of Politics in August 2007 and it was called ?The Republicans Should Pray for Rain: Weather, Turnout, and Voting in U.S. Presidential Elections.?

And while the study focuses on the effects of foul weather on Election Day, it could be instructive as to voting patterns on November 6th, when millions of people could likely be dealing with power outages, storm damage and obstructed travel conditions.

The gist of the findings from three major universities: ?When compared to normal conditions, rain significantly reduces voter participation by a rate of just less than 1 percent per inch, while an inch of snowfall decreases turnout by almost .5 percent. Poor weather is also shown to benefit the Republican party?s vote share.?

Meteorologists are forecasting huge rainfall amounts through Wednesday for an East Coast area where 66 million people reside. It remains to be seen how much storm damage will affect folks a week from now, but it will definitely affect states that have early voting.

Another wild card: the key swing states of Virginia and Pennsylvania are heavily dependent on electronic voting machines.

The research paper from Brad T. Gomez from the University of Georgia, Thomas G. Hansford, from the University of California, Merced and George A. Krause, from the University of Pittsburgh shows how bad weather influenced the two closest presidential elections in the past 100 years: the 1960 Kennedy-Nixon contest and the 2000 Bush-Gore election.

?Individuals low in socioeconomic status simply find it more difficult to bear the costs of voting, which includes both decision costs and the direct costs of registering and going to the polls,? the researchers said.

Another wild card: the key swing states of Virginia and Pennsylvania are heavily dependent on electronic voting machines.

The team looked at the effect of weather on voter turnout in more than 3,000 U.S. counties for 14 U.S. presidential elections from 1948 to 2000.

?Poor weather conditions are positively related to Republican party vote share in presidential elections,? they said. ?The results not only lend credence to the weather-turnout thesis and the conventional wisdom regarding the determinants of aggregate voter turnout, they further add to the debate over how sensitive citizens may be to the costs of voting.?

Where the study gets interesting is in its analysis of Electoral College votes in 1960 and 2000, and how differing weather conditions would have made Richard Nixon and Al Gore winners.

The study says Nixon would have taken seven more states and 105 electoral votes if rain and snow were factors in 1960. And in 2000, better weather in Florida would have swung that state to Gore.

While it remains to be seen if the delayed effects of a huge storm can influence a general election a week in advance, the study shows that any problems with travel on Election Day could favor the GOP.

?Bad weather may also limit one?s ability to travel. Roads soaked by rain or perhaps covered by snow may make for a more hazardous journey to the polls. Again, these are not major costs. But for many citizens, the imposition of an additional minor cost may make the difference between voting and abstaining,? the researchers say.

The current long-term weather forecast for big swing states like Ohio, Florida, Virginia and Nevada on November 6 shows different conditions, according to the Weather Channel.

Rain is expected in northern Virginia and spotty showers in Florida. Ohio and Nevada are looking clearer.

The National Weather Service doesn?t issue a 10-day weather forecast.

Inspired by a Turkish recipe ? zucchini, onion and feta fritters ? which are usually fried, I opted for a bake instead.? I made this into a pie without the crust.? It?s very easy to make, and very tasty too. You can make this a day ahead of serving if you wish.? Kids love it.? Serve with a mixed salad of your choice, or better still try my Middle Eastern Style salad with it.

INGREDIENTS

1 x 350 g (12.35 oz) pack firm tofu (drained of its water)

3 heaped Tbsp cornstarch

1 medium sized leek, thinly sliced, and pre-steamed

2 zucchini (courgettes), thinly sliced

salt to taste

1 cup (250 mL) vegan milk

1 cup vegan cheese of your choice, plus extra for the topping

2 Tbsp nutritional yeast

? cup parsley, finely chopped

METHOD

  1. Use your food processor slicer blade to slice the zucchini and leek ? once chopped, set aside.
  2. Next, process all the ingredients, except for the parsley and vegan cheese, in your food processor for half a minute until smooth.? Then add the parsley and cheese (minus the extra reserved for topping), and process for a further 10 seconds.
  3. Place half the chopped veggies in a greased oven-proof dish, then pour over half the tofu cheese mix, add the remaining veggies, and pour the rest of the mix over the veggies. Finally, spread the extra cheese on top
  4. Place in a hot 400?F (200?C) oven until golden on top ? around 40 minutes. To check if it?s ready, place a knife in it, and if it comes out almost clean, you?re there.
  5. Allow to cool down for 20 minutes before serving.? Enjoy !

Mastering weight-maintenance skills before embarking on diet helps women avoid backsliding

ScienceDaily (Oct. 30, 2012) ? Would you take part in a weight-loss program in which you were explicitly asked not to lose any weight for the first eight weeks?

Although the approach sounds counterintuitive, a study from researchers at the Stanford University School of Medicine found that women who spent eight weeks mastering weight-maintenance skills before embarking on a weight-loss program shed the same number of pounds as women who started a weight-loss program immediately. More importantly, the study showed that the "maintenance-first" women had regained only 3 pounds on average a year later, compared to the average 7-pound gain for the immediate dieters.

The study's authors say that the maintenance-first approach may offer a way to halt the cycle of yo-yo dieting.

"Those eight weeks were like a practice run. Women could try out different stability skills and work out the kinks without the pressure of worrying about how much weight they had lost," said lead author Michaela Kiernan, PhD, senior research scientist at the Stanford Prevention Research Center. "We found that waiting those eight weeks didn't make the women any less successful at losing weight. But even better, women who practiced stability first were more successful in maintaining that loss after a year."

The study was published online Oct. 31 in the Journal of Consulting and Clinical Psychology.

Obesity contributes to a variety of health problems, including heart disease and diabetes. Previous research has shown that losing 5-10 percent of your body weight can decrease the risk factors for heart disease. Yet despite the plethora of diet books and programs, many people who lose weight are unable to keep it off.

Over the years, Kiernan has interviewed both those who have succeeded and those who have failed at keeping the pounds off. She was particularly struck by one woman who said that she had never "maintained" her weight in her life; instead, she was always either losing or gaining.

"She had no sense what she was aiming for," Kiernan said. "We wanted to see if there was a way to help people get away from this all-or-nothing approach that is associated with losing weight."

Kiernan noted that weight maintenance may require a different set of skills and behaviors than those used for losing weight. So she and her colleagues came up with the idea to teach weight-maintenance skills first so that people could experience how to fine-tune their behavior in response to everyday pleasures and disruptions rather than being "on" or "off" a diet. Among these stability skills are searching out low-fat or low-calorie foods that taste as good as high-fat/high-calorie options to avoid feelings of deprivation; occasionally eating and savoring small amounts of favorite high-fat/high-calorie foods; weighing daily to see how their body weight naturally fluctuates from day to day; identifying a personalized weight-fluctuation range of about 5 pounds to account for common disruptions, such as water gain and vacations; strategically losing a few pounds before a known disruption (such as a vacation) to minimize its effects; and eating a little more when reaching the lower limit of the personalized 5-pound range.

Kiernan said the approach is designed to help people make peace with the scale and learn how to pay "relaxed attention" to their weight in ways that can be maintained over the long term -- without keeping food records.

"Losing a significant amount of weight requires a lot of focused attention to what you're doing, and most people can't keep up that intensity over the long term," Kiernan said. "For weight maintenance, we wanted something that would make the day-to-day experience positive while not requiring overwhelming amounts of effort."

For the study, 267 overweight/obese women were randomized into one of two groups. The women in the control group immediately began taking part in a 20-week behavioral weight-loss program that encouraged greater intake of vegetables and fruit, increased physical activity and use of proven dieting strategies, such as keeping daily food records. The women attended weekly 90-minute sessions with a group facilitator to learn problem-solving skills aimed at losing weight. At the end of 20 weeks, they spent eight weeks using a similar problem-solving approach to learn weight-maintenance skills.

By contrast, the women in the maintenance-first group spent the initial eight weeks learning the stability skills Kiernan's group had developed. The women were asked not to lose any weight during that time; if they did lose a few pounds, they were asked to gain them back. Kiernan said this skill mimics a more real-world approach for maintaining weight within a range of a few pounds, rather than aiming for a single number on the scale. After the eight weeks were up, the women embarked on the same 20-week weight-loss program as the women in the control group.

After both groups completed their 28-week programs, Kiernan said the results showed that the women on average lost a similar amount of weight -- about 17 pounds, or roughly 9 percent of their initial weight. Once the weekly group sessions stopped, the women were on their own for the following year.

"We scheduled the weekly sessions to end in October so that the women would have to navigate the holidays by themselves, without any guidance from the group facilitators," said Kiernan, the principal investigator for the study. "We wanted this to mirror real-life conditions as much as possible."

When the women were weighed one year later after no contact with their group facilitators, Kiernan said she and her collaborators were pleased to see that the maintenance-first women had regained only 3 pounds on average, compared to a 7-pound average gain for the control group. She added that the 3-pound gain falls squarely within the personalized range that the women were taught to use. Additionally, 33 percent of the women in the maintenance-first group displayed what the researchers categorize as a favorable pattern -- that is, losing at least 5 percent of their body weight without regaining more than 5 pounds over the course of a year -- compared with 18 percent of the women in the control group.

Kiernan said the maintenance-first approach, though sounding a bit unorthodox, could be a useful tool for those who are trying to slim down and be healthier. "This approach helps people learn how to make small, quick adjustments that can help them maintain their weight without requiring a lot of effort," she said.

In the future, she hopes to further test the approach to see if people are able to maintain the weight loss for more than a year, and would also like to test it in larger, more diverse populations including men. She also noted that the initial study did not recruit any participants who had reported binge-eating behaviors, and so researchers would need to determine whether the maintenance-first skills were viable for vulnerable subgroups of people.

For Lillian Gilbert, breast cancer has touched her family in more ways than one.

The 74-year-old grandmother from Madison has worked as a nurse for nearly half of her life, but in the past two years, she has dealt with breast cancer more than she ever thought she would.

Both she and her granddaughter were diagnosed with breast cancer.

Her granddaughter, Jasmine Davis, graduated high school in 2011 and was given a scholarship to play basketball at a college in Tennessee, but then she found a lump in her left breast that put a stop to her budding college career. They thought it was a cyst at first because she was so young, but after having a mammogram done, Jasmine found out she had breast cancer.

?It?s a different feeling. It?s an awakening and opens your eyes when you?re waiting on other people, and when it comes home to you, it?s totally different,? Gilbert said.

Jasmine ended up having to stay out of college for a year, missing her first season of playing basketball at the college level and ended up fighting breast cancer.

After doing several rounds of chemotherapy last fall, the doctors told Gilbert and Jasmine that the chemo did not shrink the tumor.

Then they found a spot in her right breast.

But according to Gilbert, Jasmine was strong, and shortly after a party celebrating her 20th birthday in February, she had a double mastectomy.

?I have never seen a young girl so positive like that,? Gilbert said of her granddaughter. ?She just wanted to go to school. After we got in the car after the surgery, she cried, but she was crying because she said she was healed.?

After her surgery, Jasmine began preparing to go to college and play basketball. She also began working with her grandmother at the Family Life Enrichment Center to save up her money for a car.

They thought everything was behind them; then something unexpected happened.

?I was laying in the bed one night, and I turned over and I felt a knot under my arm,? Gilbert said. ?I said, ?That doesn?t feel right.? ?

Gilbert called her doctor and immediately got a mammogram performed. Doctors ended up performing a biopsy, and just three months after her granddaughter had her double mastectomy, she was told she had breast cancer.

?I gained a lot of strength from her to see what she went through and that helped me a lot,? Gilbert said. ?I accepted it and I said, ?I am no different than anybody else.? There are millions of people around the world, even around here, that have the same thing. I am not exempted. I don?t know what purpose God has for me in my life, but I believe it is part of his plan for my life and I accepted that. I accepted healing.?

On July 18, doctor?s removed 13 of Gilbert?s lymph nodes, 11 of which were at stage 3 breast cancer. Gilbert will have her fourth chemo treatment today. She?s kept active in her church, though she has had to let some things go.

MLB looks to protect pitchers from line drives

DETROIT (AP) ? Major League Baseball is looking at ways to protect pitchers from being injured by batted balls such as the one that struck Doug Fister in the head, and says hat liners are a possibility in the minors next year.

The safety issue is on a "fast track," MLB senior vice president Dan Halem said Friday night.

"Hopefully, we can come up with something," he said. "We're making progress."

MLB medical director Dr. Gary Green has been talking to companies about protective headgear for pitchers, Halem said. A report is on the agenda at baseball's winter meetings in December.

A cap liner with Kevlar, the high-impact material used by military, law enforcement and NFL players for body armor, is among the ideas under consideration.

Halem said baseball already was exploring options when Oakland pitcher Brandon McCarthy was hit in the head by a line drive last month, causing a skull fracture and brain contusion.

"After that, it kind of pushed up our timetable," Halem said. "We decided to fast track it."

"We think it's possible for 2013 in the minor leagues," he told The Associated Press.

Fister was the latest pitcher to get hit. Gregor Blanco's second-inning shot caught Fister on the right side of the head and flew about 150 feet, the ball traveling so far that Tigers center fielder Austin Jackson picked it up on one hop.

Fister remained in the game Thursday night and worked into the seventh of a 2-0 loss to the San Francisco Giants. The Tigers said a team trainer pronounced Fister fine on Friday.

Many youth leagues require pitchers to wear helmets. Getting big league pitchers to adjust to something new would certainly take time, plus the approval of the players' union.

Halem said baseball was in the early steps of getting a protective device on the field. It would require testing and an examination from an independent laboratory to see whether it could withstand the force of a line drive going 100 mph or more.

"We actually had a guy that was in our organization that wore a helmet," Giants ace Matt Cain said Saturday. "I mean, obviously it's not the best-looking thing. But safety-wise, I mean, obviously it's beneficial."

MLB could implement the safety change in the minors, having made similar moves involving larger batting helmets. Putting it in effect for the majors would require agreement from the players' association.

"We'd have to discuss how we'd roll it out," Halem said.

Baseball mandated batting helmets for big leaguers starting in 1971. Players already in the majors could opt not to wear them, and Boston backup catcher Bob Montgomery played until 1979 without one, instead putting a protective plastic lining inside his cap.

Fox broadcaster Tim McCarver watched the replay of the Fister ball and said he thought baseball might need to "resort to helmets for pitchers."

Philadelphia pitcher Vance Worley heard that remark and tweeted: "Pitchers....wearing helmets....really?"

Last year, Washington shortstop Ian Desmond hit a liner that struck Colorado pitcher Juan Nicasio in the head. Knocked off his feet, Nicasio broke his neck when he fell on the mound.

Desmond also heard McCarver's suggestion.

"Helmets for pitchers??? Really," Desmond tweeted.

Stern told owners of his plans during their two days of meetings, and the board unanimously decided Silver would be his successor. Owners will begin negotiations with the 50-year-old Silver in hopes of having a contract completed by their next meeting in April.

Stern, who turned 70 last month, became commissioner on Feb. 1, 1984. He has been the NBA's longest-serving commissioner, establishing the league's brand around the world, presiding over team expansion and overseeing the establishment of the WNBA and the NBA Development League.

"There is no debate that David Stern has earned his spot in the pantheon of sports commissioners. Deservedly, his name and reputation will always be synonymous with the phenomenal growth and success of the NBA over the last three decades," union executive director Billy Hunter said in a statement. "His absence will surely be felt by anyone connected to the NBA and the sport of basketball, although clearly the league will be left in very capable hands with the appointment of Adam Silver as the next commissioner."

Seven franchises have been added under Stern and the league has seen a 30-fold increase in revenues. Stern insisted the NBA have a presence on social media, and the league and players have more than 270 million likes and followers on Facebook and Twitter.

"There are all kinds of other business metrics we could look at that would define David as one of the great business leaders of our time," Silver said.

Stern said he decided on his plans about six months ago, having guided the league through a lockout that ended last December. He didn't want to leave until the labor deal was completed or until he was confident there was a successor in place, and both are done. Silver has worked at the NBA for 20 years and been the league's No. 2 since 2006, and both Stern and league owners praise his abilities.

"A couple of things that stand out to me is that David has been, in my estimation, the type of commissioner that has set the standard not only for the NBA but for all of the sports," said Minnesota Timberwolves owner Glen Taylor, the outgoing chairman of the board of governors. "We have done so many wonderful things in the organization. The marketing, leadership, the brand recognition, going international way before our times, and David has led that."

Taylor said there's been a "40-fold" increase in revenues from the league's national TV contract, and that the average player salary will have had grown from $250,000 when Stern took over to $5 million by the end of the current collective bargaining agreement.

Stern was the league's outside counsel from 1966-78, then its general counsel before becoming executive vice president of business and legal affairs from 1980-84. He replaced Larry O'Brien to become the league's fourth commissioner, getting a boost in taking the game mainstream with the popularity of Magic Johnson and Larry Bird, and soon Michael Jordan. The league began marketing its stars, and Stern found the desire for them was greatest in some far-away lands.

The real explosion came in 1992, when those three headed the Dream Team that led the U.S. to the Olympic basketball gold medal while winning fans around the world. The NBA has gone on to play games in 17 countries, staging 114 international games.

"He's done a remarkable job," Major League Baseball Commission Bud Selig said at the World Series. "To think of what the NBA was when he came in and what it is today, most people judge him very, very highly."

There were rough patches, particularly the brawl between Indiana Pacers players and Detroit Pistons fans in 2004, and the betting scandal involving former referee Tim Donaghy. Stern had already passed off most of the heavy lifting to Silver by last year, but he was the one absorbing the criticism during the lockout for the second shortened season in his tenure.

He sometimes appeared worn down during the negotiations, even missing one critical bargaining session while sick, but insists he's got plenty of energy to keep working now.

"I feel great," Stern said. "I'm enjoying my job, but I'm looking forward to doing some other things. I'm stepping down, I'm not retiring."

Stern just recently returned from China, Germany and Italy, and plans another overseas trip next season, and will remain an adviser to the league in retirement on international matters.

"We just think that his leadership will be important to our future," Taylor said.

It's meant everything to the league's past.

The league has reported huge increases in ticket and merchandise sales, and TV ratings are at an all-time high. Last season's lockout, the second time the league lost games to a work stoppage, hardly made a dent in the league's business or in fans' interest.

But even for Stern, business has always taken a back seat to basketball. He's sought changes to improve the product on the court, such as the elimination of isolation play that bored him, to implementing penalties that go into effect this season for flopping.

"For the most part it's been a series of extraordinary experiences and enormous putting together of pieces of a puzzle and it goes on forever," Stern said. "And there will always be another piece of the puzzle and so the question is at what point do you decide that, let someone else do it? That's the point that I'm at now."

Taylor and Spurs owner Peter Holt, who is replacing him as board chairman, said the owners will work to have a contract with Silver by April. Silver, who served a variety of positions before becoming deputy commissioner, was the lead negotiator during the lockout and Stern has relied more heavily on him in recent years, even turning to Silver to answer questions on tougher topics.

Stern said he wouldn't leave until he knew there was a successor ready, and he has repeatedly said Silver is ready for that role. Stern said he would always remain available to take a call and help the league.

"Life is a journey and it's been a spectacular journey," Stern said. "Each step along the way there are things that you have to do, things that you maybe wish you hadn't done. But I don't keep that list, and so I'm totally pleased and I'm particularly pleased with the transition of which we're now embarking."

China rare earths producer suspends output

(AP) ? China's biggest rare earths producer has suspended production in an effort to shore up plunging prices of the materials used by makers of mobile phones and other high-tech products.

State-owned Baotou Steel Rare Earth (Group) Hi-tech Co. said in a statement released through the Shanghai Stock Exchange that it suspended production Tuesday to promote "healthy development" of rare earths prices. It gave no indication when production would resume and phone calls to the company on Thursday were not answered.

Beijing is tightening control over rare earths mining and exports to capture more of the profits that flow to Western makers of lightweight batteries and other products made of rare earths. China has about 30 percent of rare earths deposits but accounts for more than 90 percent of production.

Beijing alarmed global manufacturers by imposing export quotas in 2009. It also is trying to force Chinese rare earths miners and processors to consolidate into a handful of government-controlled groups.

Baotou Steel Rare Earth announced a similar one-month halt to production last October, also in an attempt to push up prices by reducing supplies.

The United States, the European Union and Japan have challenged China's quotas in the World Trade Organization as a violation of its free-trade commitments. Beijing has defended its controls as necessary to safeguard a scarce resource and minimize environmental damage from mining.

Rare earths are 17 minerals used in goods including hybrid cars, weapons, flat-screen TVs, mobile phones, mercury-vapor lights and camera lenses. The United States, Canada, Australia and other countries also have rare earths but most mining stopped in the 1990s as lower-cost Chinese ores came on the market.

The global economic slowdown has hurt demand, pushing down rare earths prices. Some manufacturers have been prompted by the Chinese controls to switch to alternative materials.

Beijing's trading partners complain its export controls push up rare earths prices abroad and give buyers in China an unfair advantage.

The price of one rare earth, lanthanum oxide, has fallen 65 percent on global markets since the start of this year to $15 per kilogram this week, according to Lynas Corp., an Australian miner. But that still is nearly double price of $9 per kilogram paid by buyers in China.

Other rare earths have shown similar price declines and a wide margin between prices in China and abroad.

HBT: Cubs revoke season-ticket holders who scalp

In an attempt to cut down on ticket scalping at Wrigley Field the Cubs have declined to renew around 1,000 season tickets belonging to 40 alleged scalpers.

According to Paul Sullivan of the Chicago Tribune the Cubs ?worked with outside sources? to identify the season ticket holders who were scalping in bulk and ?sent them letters Wednesday telling them their accounts have been revoked.?

Jon Greenberg of ESPN Chicago reports that many of the canceled accounts belonged to out-of-state residents identified as professional ticket sellers and ?other big-market teams are plotting similar plans to oust scalpers from their season-ticket rolls.?

The waiting list for Cubs season tickets is 115,000 strong, so they?ll have no problem finding takers and Cubs vice president Julian Green stressed that ?this is about getting as many season tickets in the hands of fans that are interested in and intend to enjoy Cubs baseball at Wrigley Field.?

Normally this is where I?d make some snide remark about how tough it is to enjoy a team that?s lost 101, 91, and 87 games during the past three seasons, but I actually think what the Cubs are doing here sounds like a good thing.

UK classrooms may teach students about Internet porn

UK academics are pushing for teachers to educate teenage students with classes on Internet pornography. They claim children as young as 11 are being exposed to online porn, giving them unrealistic sexual expectations later in life.

?According to a study of 1,000 young people by Plymouth University, children are increasingly becoming desensitized to sexual imagery after viewing hardcore pornography.

Professor Andy Phippen, a lecturer in social responsibility in IT at Plymouth, is spearheading the drive to better educate children on the dangers of Internet porn. He and fellow academics hope to introduce a course directly tackling issues surrounding online pornography.

?It?s common practice for kids today to watch Internet porn,? he told British media. ?One thing that clearly came out of it was issues around desensitization. Some people are getting hooked on the porn and then are not able to perform in the real world. It can give people unrealistic expectations. It can be very damaging for some people.?

The effects of online porn on some children were significant, with research revealing that a third of people aged 16 to 24 found sex with partners difficult later in life after viewing porn.

The study comes amid growing pressure on the British government to force Internet companies to automatically block access to online porn. More than 110,000 people have signed a petition backing the move, the Telegraph reported.

The Plymouth study also shows that children as young as 11 are encountering online porn. The study also reported that by age 14, a majority of kids have viewed pornographic imagery.

Professor Phippen argued the government needs to realize online porn is no longer just for deviant youth.

?The information gathered will now be used to look at how our education system addresses this issue in schools,? he said. ?Pupils have told me that this sort of stuff isn?t covered in their sex education lessons and they want it to be. But how do members of staff go about something that is this difficult to approach? That?s something that can hopefully be tackled in the future.?
